Purchasing Overview

  • The JPS Purchasing Office is helping students achieve success by providing the necessary tools to succeed in the classroom. The office has two primary responsibilities.

    • Responsibility to all students, schools, and administrative departments for procuring the necessary items of supplies, furniture, and equipment, and services in the quality and quantity when they are needed.
    • Responsibility to the taxpayers for purchasing all approved items at the best possible value while providing adequate records to show that this was done legally according to prevailing laws and board policy.

    Ethics Statement

    As a governing agency, ÐÓ°É Public School District adheres to strict laws, rules, and ethical practices when purchasing goods and services. ÐÓ°É Public School District employees do not accept personal gifts from suppliers nor conduct purchasing transactions for personal benefit. It is a goal of our district to obtain maximum value for each dollar spent.

    As a governing authority, the JPS Purchasing Office operates under the procedures and guidelines as outlined in:

    • Public Purchasing Statutes as contained in Section 31-7-13 of the Mississippi Code of 1972, Amended
    • State Auditor's Office Handbook

    The Bidding Process

    • Open Market Purchases: Transaction cost of less than $5,000
    • Informal Bids: Transactions costing between $5,000 and $75,000
    • Formal Bids: Transactions costing over $75,000

    ÐÓ°É Public Schools is committed to supporting businesses within the City of ÐÓ°É. We believe that our businesses are vital to the success of our students and our schools. We also believe that the District should strive where possible to acquire goods and professional services from qualified businesses within the City of ÐÓ°É. The District is not willing, however, to sacrifice quality or agree to noncompetitive terms or inflated pricing in its efforts to support ÐÓ°É businesses. In light of our desire to support ÐÓ°É businesses, we are pledging to put ÐÓ°É businesses first when acquiring goods and professional services.
