2018 JPS Bond Phase I

  • This phase includes addressing all remaining schools that are listed with deficiencies in the Corrective Action Plan submitted to MDE. The construction activities in this phase will bring these schools in compliance with MDE Standard 30. Due to the immediate need to address the Corrective Action Plan projects, in addition to other needed bond projects, the completion date for construction for this group of schools may extend to July 2020.

    Solicitation for Professional Services

ÐÓ°É Public Schools issued a Request for Qualifications (RFQ) to the architectural and engineering professional community via published advertisement to solicit professional design services for various projects that were indicated in the bond referendum. ÐÓ°É Public Schools received 18 architectural and engineering proposals from which eight local firms were selected. Most of the submittals from engineering firms had dual opportunities. Several firms submitted proposals as independent firms and others were included as professional consultants for many of the selected architectural firms as well.

    Upcoming Activity

JPS project managers and commissioned architects have visited all schools and other academic facilities and met with each building's administration to review the programming needs (projects) as defined and listed in the bond referendum. Each firm is presently providing JPS project estimates and preparing plans and specifications for each project.

JPS has encouraged all architectural firms to produce as many small projects as possible that will allow the District to start the bond construction program between May and June 2019. Several project packets under $50,000 have been devised to allow for small construction firms to provide quotes in an effort to enhance their opportunity to participate. They are as follows:

    • Walkway repair and replacements
    • Exterior door installations
    • Pressure washing buildings
    • Restroom upgrades
    • Parking lot resurfacing
    • Playground shade installations
    • HVAC pumps and fan motor replacements
    • Exterior lighting

Architects are continuing to develop plans and specifications for larger construction projects as well to allow JPS to advertise for bids between June and July 2019.

The JPS bond program is unique in comparison to other surrounding school districts' bond programs. One reason is that most of the bond projects included in the JPS Bond Construction Program are deemed renovations and upgrades. Secondly, some construction will be performed during school hours without disrupting the academic environment or instructional process, but the majority of work will be performed after hours and on weekends.
